That order sets the work order. Open items are ranked by how much of the final figure each can still move, not by which one falls next on the calendar. Where a category is already spent, you hear it, and effort shifts to what is still live.

02Where the two rubric copies disagree

They drift apart when a criterion is edited mid-term and only one gets refreshed. Work is built to the attached copy, the one carrying marks.
Criterion verbs get the same treatment. A row asking you to evaluate does not pay out for a paragraph that describes, however cleanly it reads. Each criterion gets its own passage, in the order the rubric prints them, so somebody marking down a column finds every row where it says to look.
